A meteor that changes direction?

A meteor changing direction? Someone suggested a flair under a parachute? I once saw a video similar to this, also from Brazil and it was a guy filming another guy on a bridge waving a flaming rope around in the air, that movie was obviously a hoax, this one though? It would be conclusive if someone else filmed it too!
